Andrei Bokarev was born in 1966 in Moscow. Graduated from the Moscow Institute of Finance, is married and enjoys skiing.
1992 - 1998 - held various management positions in commercial companies
1998 - 1999 - Deputy General Director of OAO "Holding Company" Kuzbassrazrezugol "
Since 1999 - Chairman of the Board of Directors of OAO "Holding Company" Kuzbassrazrezugol "
Since 2000 - Member of the Board of Directors of OAO "Ural Mining and Metallurgical Company"
Since February 2005 - a member of the Supreme Economic Council (WEC) under the Plenipotentiary Representative of the President of the Russia Federation in the Siberian Federal District.
Since February 2006 – Bureau member of the Board of the Russian Union of Industrialists and Entrepreneurs (Employers).
Since October 2006, was elected president of the Federation of skiing and snowboarding in Russia.
From June 2008 - Chairman of the Board of ZAO "Transmashholding"
Presidential Decree of September 26, 2007, Andrey Bokarev appointed member of the Presidential Council on Physical Fitness and Sports, high performance sports, preparation for the XXII Olympic Winter Games and XI Paralympic Winter Games of 2014 in Sochi.
