Was born on February 21, 1952, in the village of Tsebrikova of Odessa region.

In 1973, he graduated from the Military Academy of Railway Troops and Military Communications in Leningrad. In 1983 he graduated from the Military Academy of Logistics and Transportation. Specialty - “railway engineer”.


From 1973 to 1976 he served in the Odessa Military District at the Transnistria Rail Road. From 1976 to 1980 he served in the Southern Group Force. 


From 1983 to 1985 he served at the military commandant of the railway station and the Urgal station at BAM. He participated in the creation of the “Golden Link”.


From 1985 to 1994, he worked at the Moscow Railway as a military commandant, military chief of the department of transportation, and then - Deputy Chief of Military Communications. 


From 1996 to 2004, he worked in JSC “Severstaltrans”, since 1998 - Deputy General Director of the company. Supervised the subjects of transport engineering, railroad transport, and seaport operations. 


March 9, 2004, appointed Minister of Transportation and Communication of the Russian Federation. 


From May 20, 2004 - Minister of Transportation of the Russian Federation.

From May 21, 2012 - Advisor to the President of the Russian Federation.

From September 2, 2013 - Assistant to the President of the Russian Federation.

He was a Member of the Public Council under the government commission for railway reform. 


Married, has a daughter.
